Joint sand is part of the structure. It locks each paver against its neighbors so none of them can move alone. When runoff, irrigation, and years of sweeping wash it out, pavers begin to shift, gaps widen, and weeds and ants take over the lines.
That is the catch with a wash by itself. Cleaning flushes out whatever sand is left, so a patio that only gets washed ends the day cleaner and looser than it started. We price the finished job, with sand and sealer, instead of a wash that leaves you worse off.
Sealer applied over dirt and algae locks them underneath for good. The cleaning always comes first, and it is built into both package rates, not added on top.
Oil that has soaked in stains from the inside out. A lot of it lifts and the spot usually improves a great deal, but an old drip where a car parked for years rarely disappears completely. Rust from sprinklers or fertilizer and efflorescence, the white bloom that rises out of the paver itself, act the same way. On the walkthrough we sort out which marks are on the surface and which are part of the paver.

On sloped lots the joints often run low, so sand is commonly part of it. Gaps at the edges, pavers that move underfoot, or weeds and ants in the lines all point to resanding. Full joints only need the clean and seal.

Deep-set oil usually fades a lot without clearing fully. Sprinkler rust and efflorescence come from inside the paver too, so expect them to lighten but possibly not vanish. We go over all of it on the walkthrough.
We wash first, and then the surface has to dry completely. We come back to sand and seal once it has, because neither sets properly in a wet joint.
